The short answer is that a sent invitation nobody answers does not go away on its own. This is why sent lists get so long without anyone noticing.

An invitation that is neither accepted nor declined stays in your sent list indefinitely. LinkedIn does not expire it, does not remind you about it, and does not tell you it has been ignored.
That is how ordinary networking leaves people with several hundred pending invitations: nothing ever cleared them, and there was no prompt to.
You cannot send a new invitation to someone who already has one pending from you. If you wrote a poor invitation two years ago, that invitation is still the one standing between you and that person.
